The only adequate response to the scope and scale of the crisis threatening the small business economy requires resources only the federal government can provide.
We need to improve the patchwork of current short term federal relief programs while building toward a more comprehensive solution—or set of solutions—that will provide small businesses the support needed to weather the COVID-19 pandemic, which looks increasingly likely to remain in an acute stage until at least 2021.
These solutions are outlined below, not as a menu of options, but as integral pieces of a larger program.
